i have faced this issue recently during my 5.10.a to 5.1u1 upgrade. during my upgradtion I found my sso admin password expired so i have changed the sso password old to new password. during the up gradation my vcenter asked ssoadmin password so i have entered new one but it's was not successful so i have tried with old password and it was successful and everything worked well. once i rebooted the vcenter server, i found these vcenter and web services was not started and auto delayed. so what i have done i logged in to sso and changed the password to old one. when I changing this, sso policy does not allow me change back to old so i have edited the policy setting and changed back to old password and rebooted the system. after that every thing started well. I escaped from this hell. so please check whether your sso password expired ? if it is reset it and change the policy and change back to the old password.
