vcenter 5.5 - unable to install Directory Services

I keep getting the following error installing vcenter on Windows 2008 R2.  See attachment.

initially, this was a upgeade from 5.1 that failed. Cleaned up all vmware services. But nothing seem to work. Get the same error everytime. Any suggestions?
