Target count for a storage adapter HBA ?

I've the setup for storage connections to host as below i.e each host with 2 connected HBA's to FC switch which in turn connects to storage as below :-

Now if I select the host & go to Configuration -> Storage Adapters -> Select a HBA.

I can understand the Paths count, it's doubled since via selected HBA i've two paths for each datastore.

But why Target count is 4  even though via that selected HBA there are only 2 paths per datastore & not 4 paths?

Remember we are selecting one HBA, so logically the target count should be given as per targets available via that HBA only
