You have to download all three files. .ovf, .vmdk and .mf.If you don't have all three files the deployment will fail. Are you tring to deploy OVA or OVF?

It is always a best practice to have similar host configuration. But if you cannot avoid the unbalanced cluster setup, then the %based Admission Control Policy is your best option.
