Have you copied OCSetup.exe??and make your current logged account is admingpedit.msc => log on as service for this account

I would say use just one vCenter. Lets start with PROS of using 1 vCentervCenter can support all the hosts and its not a big number.You will save on a vCenter and a windows license.Lesser complexity....

You will need to copy ocsetup.exe from a Server 2012 or 2008/R2 installation.  OCSetup.exe is deprecated and no longer part of 2012R2.  VCenter 5.5 requires OCSetup.exe for the scripted setup. You can...

That's not unusual. It depends on the permissions you have. The admin@system-domain does not necessarily have permissions on the vCenter Server objects (i.e. clusters, hosts, VMs, ...), and your domain...
